Scope of Work
Women’s World Banking is embarking on a project aimed at strengthening the Savings and Credit Cooperative's (SACCO) operational resilience, commercial credibility, and capability to serve members more inclusively and sustainably. The Senior Consultant will be involved in assessing institutional capacity, governance, risk management, credit practices, portfolio quality, operational controls, data and MIS capabilities, and overall readiness for external financing. Working closely with Women’s World Banking and participating SACCOs, the consultant will translate diagnostic findings into practical, prioritized milestones and action plans, and provide technical support to selected SACCOs on prioritized milestones.
Roles and Responsibilities
Lead SACCO institutional diagnostics. Design and lead structured diagnostics for each participating SACCO, including review of audited financial statements, portfolio reports, governance documents, policies, procedures, MIS outputs, regulatory reports, external debt schedules, and other relevant institutional data.
Assess governance and institutional capacity. Review board and management oversight, decision-making structures, committee effectiveness, delegation frameworks, accountability mechanisms, internal controls, compliance practices, and implementation capacity.
Assess risk management systems. Evaluate the SACCO’s risk governance, risk appetite, risk identification and monitoring tools, early warning indicators, stress testing practices, operational risk controls, liquidity and capital management, and capacity to manage sector-specific risks, including agriculture and climate-related exposure where relevant.
Conduct bankability gap analysis. Translate diagnostic findings into a clear assessment of each SACCO’s readiness to access external financing, including gaps related to financial performance, portfolio quality, governance, controls, reporting reliability, data quality, business planning, and lender confidence.
Review credit processes and portfolio quality. Assess credit policies, underwriting standards, appraisal tools, approval workflows, collateral practices, disbursement controls, loan monitoring, arrears management, collections, restructuring, recoveries, provisioning, and portfolio reporting.
Develop institutional strengthening action plans. Co-create practical, time-bound action plans with SACCO leadership, specifying priority actions, responsible owners, sequencing, resource requirements, quick wins, and milestones linked to improved bankability.
Design and support targeted technical assistance. Develop tools, templates, coaching plans, training content, and implementation support in priority areas such as credit policy improvement, portfolio monitoring, risk reporting, governance strengthening, operational procedures, MIS/data use, and management dashboards.
Collaborate with wider project team. Work closely with WWB’s project team to ensure recommendations are coherent, implementable, and aligned with inclusion, resilience, and commercial readiness objectives.
Contribute to learning and replication. Document practical tools, lessons, and case examples that can support replication across other SACCOs and inform a sector learning event with the SACCO Societies Regulatory Authority (SASRA).
Participate in the sector learning event. Present relevant diagnostic findings, practical tools, and lessons from the SACCO strengthening work, and contribute to discussions on governance, risk management, and SACCO preparedness for commercial funding.
Required Qualifications
- Minimum 10–15 years of relevant experience in financial institution strengthening, with at least 7 years in the SACCO sector.
- Strong understanding of the Kenyan financial sector context, SACCO operations, governance structures, and regulatory requirements.
- Experience assessing bankability, investment readiness, or lender due diligence for financial institutions, preferably including concessional or commercial debt financing.
- Demonstrated expertise in credit risk management, lending policy, portfolio quality review, arrears management, operational controls, and institutional diagnostics.
- Ability to translate complex diagnostic findings into practical, prioritized, and implementable action plans for boards, management, and operational teams.
- Experience developing tools, templates, policies, process improvements, training materials, and management dashboards for financial institutions.
- Strong facilitation, stakeholder engagement, analytical, and report-writing skills.
- Familiarity with women-centered finance, agricultural finance, climate resilience, or inclusive product design will be an added advantage.
