RFQ: Monitoring & Evaluation Manager, Indonesia’s National Financial Inclusion Council Secretariat

Women’s World Banking is seeking a Monitoring and Evaluation Manager (M&E Manager), who will work closely with and support the Head of the Project Management Office (PMO Office) for Indonesia’s National Financial Inclusion Council Secretariat, to ensure effective monitoring and evaluation of the implementation of Indonesia’s National Financial Inclusion Strategy (NFIS) to reach 75% financial inclusion by 2019.
The M&E Manager will be part of the PMO Office and will work under the direct supervision of the Head of PMO.

Financial Inclusion has been a priority for Indonesia. In a country home to more than 250 million people, only 36 percent of its population was financially included, according to the 2014 Global Findex. Knowing that financial exclusion affects mostly vulnerable populations living below the poverty line in mostly rural areas, President Joko Widodo launched a new National Strategy of Inclusive Finance (SNKI). Under the SNKI, the National Financial Inclusion Council has been established and assisted by a Secretariat and 7 Working Groups made up of various key ministries and regulatory bodies, which are functionally done within the CMEA.
Tasked with the role of leading the Council to implement the SNKI and reach 75% financial inclusion by 2019, the Secretariat has asked Women’s World Banking to provide support with driving the financial inclusion agenda. As a result, an MOU was signed on March 8, 2017, formalizing the relationship.
Under the MOU, Women’s World Banking will support the Secretariat through the establishment of a Project Management Office (PMO Office) embedded within the Secretariat to carry out each four of its strategic functions, specifically:
- Coordination: align priorities and coordinate programs under different Working Groups, as well as external parties, to provide one strategic direction
- Monitoring and Reporting: establish the monitoring framework to coordinate data collection and track performance of working groups’ programs in implementing the National Financial Inclusion Strategy (NFIS) framework
- Knowledge Management and Communications: develop and maintain a resource center for knowledge, tools and international best practices for development and implementation of financial inclusion policies, and provide up-to-date information on NFIS progress to the public
- Policy Direction: identify and address regulatory barriers to financial inclusion
The PMO Office will also support the provision of best financial inclusion expertise by identifying and integrating international experts and local expertise to build capacity of the Secretariat.
OBJECTIVES AND RESPONSIBILITIES
The M&E Manager will support the Secretariat to carry out its monitoring and reporting role by establishing a comprehensive M&E National Financial Inclusion information system, developing key performance indicators and processes for Working Groups and its programs, and provide overall leadership to help the Council make informed policy decisions. More specifically, as part of the PMO Office, the M&E Manager will:
- Develop the infrastructure for the National Financial Inclusion Information System, create processes and frameworks for data collection, and create/refine performance indicators for different financial inclusion programs in collaboration with Working Groups and Technical Experts
- Develop and implement a comprehensive monitoring and evaluation (M&E) system for tracking the progress of overall financial inclusion activities, including developing internal processes and methodologies for capturing and reporting data, and creating key performance indicators by working collaboratively with technical experts and other relevant stakeholders
- Develop indicators and data points for the financial inclusion database, including spatial analysis on access points, type and usage of financial products and services available to the public
- Ensure program monitoring data and information is kept up-to-date on internal and external databases
- Work with the Working Groups in the design of solicitations and reporting templates
- Work with Technical Experts to develop and deliver trainings, mentoring sessions, technical support on M&E and Learning related topics for Working Groups
- Utilize and promote the use of the M&E data to make recommendations for improvement to financial inclusion activities by Working Groups
- In collaboration with Technical Experts, develop key performance indicators for Working Groups
- Support program specific evaluations through developing Terms of References, selecting and supervising consultants, and reviewing deliverables as needed
- Must be an Indonesian National
- At least a Master’s (S2) degree in economics, finance, public administration, business management, or social sciences disciplines relevant to the work of the team – e.g. community development, public policy, education, social and gender development
- At least 7 years of demonstrated experience in M&E and learning, preferably on development projects funded by government or international development agencies
- Ability to work in sensitive situations, challenging policy environments, and within Government of Indonesia institutions/ministries
- Good presentation, verbal and written communication skills in English and Bahasa Indonesia
- Strong project management and organization skills
- Excellent inter-personal, inter-cultural and teamwork skills, sound judgment and strong initiative, as needed to work independently and build new capacity within key government functions
- Eligible for potential employment with the Government of Indonesia
- Demonstrated experience in design, implementation, management and evaluation of programs in digital financial services/financial literacy/microfinance
- Experience providing training on M&E topics to participants with different M&E skills’ levels
- Some knowledge in and/or attended gender inclusion trainings
- Experience working with vulnerable populations in developing countries
- Flexibility for working and travelling according to project needs

The M&E Manager will be engaged for the duration of twelve (12) months. There will be a possibility of extension for a second term of twelve (12) months following a review of service.

The work will be located in Jakarta, Indonesia.
