RFQ: Digital Ecosystem & Data Strategy

Position Overview

Title: RFQ: Digital Ecosystem & Data Strategy
Classification: RFP
Location and Duration: Delhi or Mumbai
Duration of Consultancy: November 2025 - December 2026

Position Summary

Women’s World banking is seeking an experienced and motivated Consultant to lead the strategic implementation and execution of a project focused on strengthening, standardizing, and leveraging digital financial records within the self-help group (SHG) ecosystem. This role will involve intensive collaboration with State Rural Livelihood Missions (SRLMs), financial institutions, and community-based organizations to drive the adoption and utilization of digital platform (LokOS) for widespread economic benefits, primarily through enhanced credit access.

The ideal candidate will be a blend of a data strategist, project manager, and ecosystem expert with a proven track record of translating data into tangible business cases and social impact.

Roles and Responsibilities

The consultant will be responsible for executing the project's strategic pillars:

  1. Strengthening and Standardizing Digital Records
  • Data Verification & Quality Assurance: Lead collaboration with NRLM & SRLMs, SHG federations, and e-book keepers to verify and validate LokOS data collected to date, ensuring high standards of accuracy and completeness.
  • Data Standardisation & Alignment: Define and implement standardised data formats and indicators within LokOS, ensuring direct alignment with the underwriting requirements of financial institutions (lenders) and specific Government scheme guidelines.
  • User-Centric Reporting: Design and facilitate the development of member-facing dashboards/reports and guided reporting tools that enable SHG/VO/CLFs/SRLM to derive meaningful insights and operational value from their own data.
  1. Leveraging Credit as Primary Adoption Driver
  • Use Case Development: Serve as the primary liaison with financial institutions to directly integrate LokOS data with their lending workflows. This includes designing the technical and process-level solutions for the seamless, secure transfer of verified data into credit appraisal systems.
  • Credit-Linked Adoption Strategy: Define and map user journeys and processes where timely and appropriately sized credit becomes a direct, predictable outcome of maintaining accurate digital records, thereby reinforcing the sustained practice of digital data management.
  1. Institutionalizing Integration, Convergence and feedback loop
  • Scheme Mapping & Targeting: Analyse and map the LokOS architecture and data fields to relevant Government schemes to enable precise beneficiary targeting and seamless enrolment processes.
  • Market Linkage Pilots: Support and guide market linkage pilot projects where authenticated enterprise data from LokOS can be leveraged to secure credit from lending institutions
  • Policy & System Feedback: Institutionalise robust feedback loops between all key stakeholders—SRLMs, federations, lenders, and the National Rural Livelihood Mission (NRLM)—to guide ongoing LokOS enhancements, feature development, and overall policy alignment.

  • A minimum of 6-8 years of professional experience in project management, data strategy, business analysis, or consulting, preferably in the financial inclusion and social development.

Knowledge & Skills

  • Deep understanding of the NRLM/SRLM ecosystem, its governance structure, community institutions (like SHGs and Federations), and operational processes.
