Title: Request For Expression of Interest (RFEI): Independent Evaluator
Classification: RFP
Location and Duration: This consultancy may be done remotely.
Duration of Consultancy: The evaluation is expected to be completed between January and March 2026.

Position Summary

Women’s World Banking is seeking an independent evaluator to assess our progress against our 2018-2027 strategy. Women’s World Banking’s 10-year strategy centered around 4 strategic objectives and 3 operational objectives, which articulate goals for our programmatic work, research, communications, and investments, as well as our fundraising efforts, financial health, project management, and human resources-related areas. While much of this data is collected by the internal Monitoring and Evaluation (M&E) team, an independent evaluator is being sought to provide an external and objective perspective.

Roles and Responsibilities

The overarching purpose of the evaluation is to assess the organization’s progress against 10-year strategic and operational objectives. The full strategy, key results, and KPIs will be provided to the selected evaluator. The evaluation will be focused on the dimensions of learning and accountability.

The evaluation will build on an internal assessment of performance against key results, and provide a deeper assessment in the following areas:

  • What are the drivers of our achievement in reaching women at scale? Which models of delivery have been most or least effective?
  • Have our programs supported active use of financial services by women, and which programs have been most or least effective?
  • Has our global policy advocacy affected our regional policy work? If so, how?
  • Has our new global network approach achieved its objectives?
  • Has our communications approach and delivery effectively positioned Women’s World Banking as a thought leader? If so, how?
  • How efficient is our project delivery and how might we improve it?

 Scope

The design of the evaluation should include, at minimum:

  • Document review of relevant strategic documents
  • Interviews with management and staff
  • External stakeholder interviews

Budget

Please provide a fee proposal for the evaluation, including required number of hours/days.

Preferred Qualifications

We expect the evaluator (and team if applicable) to have the following qualifications:

  • Expertise in conducting strategy evaluations
  • Expertise in evaluating both programmatic and operational work
  • Prior experience working in the Middle East and North Africa, South Asia, Southeast Asia, and/or Sub-Saharan Africa
  • Prior experience working with non-profits and/or bilateral funders

Questions & Responses:

  1. Are there full Terms of Reference available that outline the expected scope and deliverables?
    • We will be requesting an inception report, final evaluation report, and presentation, at minimum. Other deliverables will be contingent on any additional donor requirements, which are pending.
  1. Are you able to share any information on the anticipated budget envelope for this assignment?
    • The expected budget is between $15,000 and $25,000.
  1. Kindly confirm the required languages for the assignment.
    • English is the only required language for the assignment.
  1. Do you expect the team to include in-country or national expertise covering regions of interest?
    • This would be very helpful, but it is not required.
  1. To better estimate the level of effort required, could you provide additional information on the organizations and offices within scope (e.g. WWB regional or country offices)?
    • The scope would be the entire organization, including 3 regional teams. There is a total of about 85 staff, with between 7-14 staff per region, but not all would be involved in the evaluation. The evaluation plan would dictate the number of staff that are to be involved.
  1. We understand that much of the data is collected internally by the M&E team for tracking against relevant KPIs. To support our level of effort estimation, we would kindly request an indication of the number of projects implemented between 2018 and 2025.
    • The current number is just under 110 projects (as of 2025 Q3).
  1. Kindly confirm whether the key results and KPIs to be provided are available at a global level, or whether they are disaggregated by country or region.
    • All KPIs will be provided at the global level. Where relevant, they can also be disaggregated by country or region.
  1. Given the scope of work, would you be open to a slightly longer implementation timeframe (for example, up to six months)?
    • The timeframe will need to be limited to 2-3 months, and the scope will be adapted to reflect that need.
  1. Is there a page limit for the proposal?
    • No more than 10 pages.
