Position Summary

Project Background:

Women’s World Banking is implementing a multi-phase initiative to design and deliver inclusive, climate-resilient insurance solutions for vulnerable and underserved worker segments in Thailand. The project addresses the growing risks posed by extreme heat and other climate-related challenges, with a focus on low- and middle-income populations, gig workers, and informal laborers. The approach combines rigorous market research, human-centered design, stakeholder engagement, and distribution ecosystem mapping to develop scalable insurance delivery models that can be replicated across Southeast Asia. The project is managed by Women’s World Banking and will be delivered in close collaboration with local and regional partners.

Position Summary:
Women’s World Banking is seeking a consultant to provide technical expertise and strategic guidance on the insurance landscape in Thailand, supporting the design and delivery of inclusive, climate-resilient insurance solutions for vulnerable and underserved worker segments.

Roles and Responsibilities

Key Responsibilities:

  • Market and Regulatory Analysis
    • Conduct a comprehensive scan of Thailand’s insurance sector, with a focus on commercial and social insurance for low- and middle-income, gig, and informal worker segments.
    • Analyze the current regulatory environment, including licensing, compliance, consumer protection, and data privacy requirements relevant to insurance innovation.
    • Identify and assess regulatory opportunities and constraints that may impact the design and delivery of inclusive insurance solutions.
  • Product and Coverage Design
    • Review existing insurance products based on feasibility for low- and middle income segment
    • Advise on the development of insurance coverage options, benefit structures, added services and payout mechanisms tailored to the needs and preferences of target segments.
    • Recommend minimum viable product features that address climate-related risks, health emergencies, and income disruptions, ensuring solutions are gender-intentional and inclusive.
    • Support the design of customer journeys, onboarding – claims – pay out processes, and service features that enhance accessibility and trust.
  • Distribution Strategy and Partnership Development
    • Map and evaluate potential distribution channels, including existing bank assurance channels, aggregators, employers, fintechs, mobile platforms, and community organizations.
    • Assess the feasibility, incentives, and operational requirements for each channel.
    • Advise on partnership structures, onboarding pathways, and incentive models to drive uptake and retention.
  • Stakeholder Engagement and Ecosystem Mapping
    • Engage with key stakeholders such as employers, unions, health providers, regulators, NGOs, and digital platforms to gather insights and validate assumptions.
    • Facilitate or participate in multi-stakeholder workshops, co-creation sessions, and validation meetings.
    • Contribute to the mapping of ecosystem roles, responsibilities, and partnership opportunities.
  • Barrier Analysis and Solution Recommendations
    • Assess digital and financial behaviors influencing insurance accessibility, including barriers such as literacy, trust, affordability, and digital readiness.
    • Recommend practical solutions to address identified barriers and enhance inclusion.
  • Project Reporting and Knowledge Sharing
    • Provide technical input for project reports, presentations, and executive summaries.
    • Document findings, recommendations, and lessons learned in a clear and actionable manner.
    • Participate in regular project meetings, milestone reviews, and knowledge-sharing sessions with the project team.

Deliverables:

  • Comprehensive market scan and regulatory analysis report, highlighting opportunities and constraints for inclusive insurance in Thailand.
  • Recommendations on product design, benefit structures, and payout mechanisms tailored to target segments.
  • Distribution channel assessment and partnership strategy, including prioritized partner list and incentive models.
  • Ecosystem map detailing key stakeholders, roles, and partnership opportunities.
  • Barrier analysis report with actionable recommendations to improve insurance accessibility and uptake.
  • Technical input and written contributions for final project reports, presentations, and executive summaries.
  • Documentation of stakeholder engagement activities, including workshop summaries and meeting notes.

Required Qualifications

  • Advanced degree in insurance, finance, economics, business, or a related field.
  • Minimum 10 years of experience in the Thai insurance sector, with demonstrated expertise in product development, regulatory analysis, and market strategy.
  • Deep understanding of Thailand’s insurance regulatory environment, distribution channels, and market trends.
  • Experience working with or advising on inclusive insurance solutions for low- and middle-income or informal worker segments is highly desirable.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Fluency in Thai and English.
