Position Summary

Women’s World Banking (WWB) is seeking an experienced consultant with regards to LokOS Digital Adoption. The LokOS platform, developed by DIC under NRLM, aims to digitize and standardize SHG, VO, and CLF-level transaction data, link it to lender systems, and embed its use across government and lending programs.

The consultant will serve as the primary implementation agency responsible for on-ground training delivery, adoption handholding, data quality assurance, and operational reporting across assigned CLFs in Bihar and Jharkhand districts.

Oct '26 SHG txn Batch 3 — final 20 CLFs. Credit literacy module integrated into BK training pack. 60 CLFs with SHG txn live. Credit literacy module deployed via PRP/BAP.
Nov '26 SHG txn training complete across all 70 CLFs. >80% BK completion verified and logged. SHG txn data regularised. VO txn sustained. Second refresher cycle completed.
Dec '26 Bihar VO txn training complete across all 70 CLFs. Q2 audit submitted. 5.95 Lakh women with active txn data — on track. 2.1 Lakh women with active txn data. Q2 audit submitted. Data validated and records audited.
Jan–Mar '27 12-month transaction data accumulation underway. Refresher cadence maintained. Q3 programme review. Credit literacy coverage audited. Same. PRP/BAP refresher cadence sustained. Q3 programme review attendance.
Apr–Jun '27 Credit use case readiness check — 0.8 Mn women approaching 12+ months of txn data. Final Q3 sample audit. Operational feedback inputs for WS-2 FSP integration preparation. Same. JSLPS data validated for FSP integration pilot readiness.
Sep '27 5,95,000 women — Bihar — credit-ready with 12+ months transaction data. 2,10,000 women — Jharkhand — credit-ready with 12+ months transaction data.

Measure of Success

The assignment will run for 12 months and will be organized around three connected workstreams.

Capacity Building & Adoption

  1. SHG Transaction Module Rollout
  • Roll out the SHG Transaction Module across Bihar and Jharkhand, with priority to locations where training and adoption remain pending.
  • Deploy field staff to co-design and deliver training in coordination with Jeevika,
  1. VO Transaction Module
  • Introduce and roll out the VO Transaction Module across Bihar.
  • Adapt the established Jharkhand VO training curriculum for Bihar, in consultation with SRLM
  1. Refresher Training
  • Establish a structured refresher training mechanism to sustain adoption, improve data quality, and address gaps identified through field implementation.
  • Establish a standing refresher training calendar in consultation with SRLM
  1. LokOS Vision & Credit Literacy
  • Strengthen BK understanding of the purpose and value of LokOS data, particularly its relevance to credit access and financial inclusion.
  • Integrate a credit-literacy module into the standard BK training package, explaining how SHG transaction data contributes to loan eligibility, credit visibility, and potential pathways for access to credit.

Operational Support

  1. Feedback & Communication Loop
  • Establish a structured mechanism for capturing, consolidating, escalating, and resolving field-level operational issues.
  1. Data Sanity & Validation Audits
  • Establish a periodic data-validation process to assess the accuracy and consistency of LokOS records against physical books and source records.
  • Conduct periodic sample audits comparing LokOS digital records with physical SHG, VO, and CLF books across assigned CLFs.

Reporting & Documentation

  1. Monthly Progress Reporting
  • Establish a standardized monthly reporting mechanism to provide WWB with consistent visibility on implementation progress, training coverage, data quality, and field-level challenges.
  • Submit a structured monthly progress report by the 5th of every month, covering implementation during the preceding month.

  • A brief technical proposal describing understanding of the assignment, proposed approach, workplan, key dependencies and risk-mitigation measures.
  • Evidence of at least two relevant assignments, including the consultant’s role, client context, outputs and references or links where available.
  • CV/profile of the lead consultant and proposed team members, if applicable, highlighting relevant credit, data, field and stakeholder-management experience.
  • Availability for the full period and expected monthly professional fee/rate, inclusive of applicable taxes and excluding or clearly specifying travel and other reimbursable costs.
