RFQ: Guideline Development Specialist – Community-Based Financial Inclusion Replication Guideline
Position Overview
Position Summary
We are seeking a qualified individual consultant to develop a practical, step-by-step implementation guideline that will enable Regional Financial Access Acceleration Teams (TPAKD) and other regional stakeholders to replicate a community-based financial inclusion model piloted by the Financial Services Authority (OJK) and Women’s World Banking.
Women’s World Banking, a leading, global non-profit organization, is building a world where low-income women, their families, businesses, communities, and economies thrive. We work on the ground with financial services providers to demonstrate the benefit of investing in women as customers and as leaders. We conduct research to build the evidence base for women’s financial inclusion. We drive systems-level change by advocating to policy makers in developing countries to create policies that support women’s financial inclusion, increase gender diversity, and build women’s leadership.
This assignment will translate the field experience, methods, and lessons of the pilot into a concise, visual, and action-oriented guideline that built around clear methods, sequenced steps, checklists, tools, and photo documentation that regional teams can use directly to plan and implement replication in other provinces.
Background
The pilot adopts a community-based, group-driven approach built on three pillars: (1) improving financial literacy; (2) improving financial access through savings mobilization and the use of digital financial services, including QRIS; and (3) economic empowerment. Women’s World Banking’s role focuses on activating transaction accounts integrated with the digital payment ecosystem, strengthening local facilitator capacity, engaging the Financial Services Industry (IJK), and supporting business development through group facilitation.
A core expected output of the pilot is a tested model that can be replicated in other villages and provinces. Women’s World Banking intends to institutionalize this model through a guideline for TPAKD that consist of multi-stakeholder teams chaired by regional governments that drive regional financial access agendas that replication can proceed without direct project support.
Existing guidelines in this field are often narrative-heavy and conceptual without providing sufficient operational guidance. This project therefore seeks to develop a practical implementation guideline that combines clear, step-by-step methods with compelling success stories drawn from the pilot experience. Beyond documenting technical processes, the guideline will capture the human side of implementation through narrative case stories from multiple perspective, which includes regional governments, IJK, and facilitators who implemented the model, as well as community members whose lives and livelihoods have been transformed by the program implementation. These stories will demonstrate how the approach works in practice, illustrate key success factors and implementation challenges, and inspire confidence which illustrate real condition and circumstances for replication in other regions, rather than lengthy descriptive text.
Roles and Responsibilities
Together with Women’s World Banking, the consultant will develop the guideline from inception through final print-ready manuscript. The work will be primarily desk-based, drawing on existing program documentation, complemented by one to two field validation visits to the pilot villages. The selected consultant will be responsible for, but not limited to, the following:
1. Inception
- Review program documentation, including the pilot Terms of Reference, implementation and monitoring reports, training and facilitation materials, and existing photo archives.
- Conduct consultations with Women’s World Banking, OJK, TPAKD representatives, local facilitators, and other relevant stakeholders.
- Propose and agree on the guideline’s structure, format, and visual approach through an annotated outline.
2. Content Development
- Translate the pilot’s implementation experience into clear methods and sequenced, step-by-step instructions for each phase of the model.
- Define roles, responsibilities, timelines, and resource requirements for TPAKD and implementing partners at each step.
- Develop supporting tools, including checklists, templates, sample forms, and indicative monitoring indicators.
- Develop narrative case studies and success stories based on qualitative evidence from the pilot, highlighting key implementation milestones, challenges, lessons learned, and enabling factors.
- Translate interviews and field observations into engaging, human-centered stories that reflect the experiences of both implementers (regional governments, TPAKD, facilitators) and beneficiary communities.
3. Field Validation and Documentation
- Conduct one to two visits to the pilot villages to observe activities, verify and refine documented steps, and conduct interviews with key stakeholders, including: local governments, facilitators, and beneficiary communities to develop authentic success stories and supporting photo documentation for the guideline.
4. Visual Structure and Design Coordination
- Prepare a visually oriented manuscript, including photo selection and captioning, process diagrams and flowcharts, and quick-reference formats, in coordination with Women’s World Banking’s and OJK design resources.
5. Validation and Finalization
- Present the draft guideline in a stakeholder validation workshop with OJK, Women’s World Banking, and TPAKD representatives.
- Incorporate feedback and deliver a final, print-ready guideline manuscript.
Required Qualifications
- Master degree or Ph.D in development studies, economics, public policy, communications, or related fields.
- Minimum 15 years of experience in financial inclusion, poverty alleviation, community development, or related programs in Indonesia.
- Demonstrated experience developing practical guidelines, toolkits, training modules, or standard operating procedures for government or development sector audiences; writing samples will be requested.
- Strong plain language writing skills in English and Bahasa, with the ability to work with source materials and stakeholders in Bahasa.
- Familiarity with OJK, TPAKD, and regional government structures is strongly preferred.
- Experience with instructional design or visually driven documents is an advantage.
