Position Summary
Over the past 2 years, Women’s World Banking has worked with financial institutions and research firms in Vietnam on projects designed to increase women’s access to and use of financial products and services. Building on this foundational work, the primary goal of this position is to engage with government agencies and regulatory bodies to build a supportive policy environment for women’s financial inclusion in Vietnam, including developments around digital payments and financial services products and services.
Roles and Responsibilities
Women’s World Banking is seeking an experienced Senior Policy Advisor, based in Hanoi, to lead and manage relationships with policymakers, financial regulators, financial services industry, and other key stakeholders to advance women’s financial inclusion in Vietnam. This position will report to WWB’s Deputy Director of Policy for Southeast Asia, who is based in Indonesia.
In collaboration with the Women’s World Banking team, the consultant also will be responsible for identifying and implementing strategic initiatives and specific policy projects that promote women’s financial inclusion in Vietnam, with a strong focus on gender equity.
The Senior Policy Advisor is expected to have experience in senior policy and stakeholder engagement in Vietnam, preferably in financial services and women’s empowerment, or through relevant roles within government, financial services, or international organizations.
Preferred Qualifications
- Bachelor’s or Master’s degree in a relevant field.
- 10+ years of experience in policy, government relations, financial services, international development, or a related field. (Must include in-country, Vietnamese work experience.)
- Strong understanding of financial services, policy formulation, and policy advocacy, with deep working knowledge of the policy landscape in Vietnam.
- Knowledge and work experience in gender equality.
- Proven track record of influencing policy through research-based evidence in Vietnam.
- Ability to interpret complex issues and political developments to create clear, concise briefings and reports.
- Ability to multi-task and prioritize in a fast-paced environment.
- Proficiency in both written and spoken English and Vietnamese.
- Advanced interpersonal, negotiation, and communication skills.
- Must be able to work and attend meetings during weekday business hours in Hanoi.
Measure of Success
Key responsibilities
Strategic Stakeholder Management (35% of time)
- Provide periodic updates to WWB’s stakeholder mapping to identify key policymakers in Vietnam, including their perspectives, key messages, and appropriate engagement approaches, as well as updates on policies and regulatory directives relevant to women’s financial inclusion.
- Identify, establish, and manage strategic relationships with key senior policymakers, regulators, industry leaders, associations, and other relevant partners in Vietnam.
- Provide insights on the local political economy and local developments in financial services, gender mainstreaming and financial inclusion.
Policy Influence (35% of time)
- Collaborate with the Southeast Asia Team to define Women’s World Banking’s policy positions in Vietnam.
- Identify opportunities for evidence-based policy influence within government and regulatory institutions.
- Engage and manage interactions with senior policymakers and regulators through meeting as well as events and seminars as required to implement policy initiatives
- Develop policy papers and articles on r topics relevant to women’s financial inclusion and economic empowerment in Vietnam.
Project Management (20% of time)
- Proactively lead and on-the-ground oversight of policy projects in Vietnam.
- Collaborate with Women’s World Banking’s Southeast Asia team to synthesize findings and insights as well as identify opportunities for stakeholders to take actionable steps to advance women’s financial inclusion in Vietnam.
- Clearly communicate and present observations, results, and analyses to the Women’s World Banking Southeast Asia team and key stakeholders, participate in regular project update calls, and follow-up on project deliverables.
- Gather and consolidate key policy insights and project updates for international donor reports.
