Summary

Women’s World Banking is seeking a Communications & Knowledge Management Manager, who will work closely with and support the Head of Indonesia’s National Financial Inclusion Council Secretariat and Working Groups, to ensure effective design and implementation of Indonesia’s National Strategy of Inclusive Finance (SNKI).

The Communications & Knowledge Management Manager will be part of the PMO Office and will work under the direct supervision of the PMO Head.

Background

Financial Inclusion has been a priority for Indonesia. In a country home to more than 250 million people, only 36 percent of its population was financially included, according to the 2014 Global Findex. Knowing that financial exclusion affects mostly vulnerable populations living below the poverty line in mostly rural areas, President Joko Widodo launched a new National Strategy of Inclusive Finance (SNKI). Under the SNKI, the National Financial Inclusion Council has been established and assisted by a Secretariat and 7 Working Groups made up of various key ministries and regulatory bodies, which are functionally done within the CMEA.

Tasked with the role of leading the Council to implement the SNKI and reach 75% financial inclusion by 2019, the Secretariat has asked Women’s World Banking to provide support with driving the financial inclusion agenda. As a result, an MOU was signed on March 8, 2017, formalizing the relationship.

Under the MOU, Women’s World Banking will support the Secretariat through the establishment of a Project Management Office (PMO Office) embedded within the Secretariat to carry out each four of its strategic functions, specifically:

  • Coordination: align priorities and coordinate programs under different Working Groups, as well as external parties, to provide one strategic direction;
  • Monitoring and Reporting: establish the monitoring framework to coordinate data collection and track performance of working groups’ programs in implementing the National Financial Inclusion Strategy (NFIS) framework;
  • Knowledge Management and Communications: develop and maintain a resource center for knowledge, tools and international best practices for development and implementation of financial inclusion policies, and provide up-to-date information on NFIS progress to the public; and
  • Policy Direction: identify and address regulatory barriers to financial inclusion.

The PMO Office will also support the provision of best financial inclusion expertise by identifying and integrating international experts and local expertise to build capacity of the Secretariat.

Objectives and Responsibilities

The Communications & Knowledge Management Manager is responsible for building the National Financial Inclusion Council’s knowledge base, maintaining external media relations, producing reports to update program progress and learnings, and branding the Secretariat as the epicenter of financial inclusion. More specifically, as part of the PMO Office, the Communications & Knowledge Management Manager will:

  • Develop a comprehensive strategic communications plan, including a social media strategy, to support the objectives of the SNKI and increase the Council’s visibility among various stakeholders at both a local and international level;
  • Produce communication materials, including quarterly and annual reports, for the Council and key stakeholder groups;
  • Manage external communications and maintain media relations;
  • In coordination with the PMO Head, produce quarterly and annual reports for the Council on the progress of financial inclusion indicators and the progress of Working Groups’ activities;
  • Monitor traffic to the National Financial Inclusion Strategy website, including tracking number of video views, social media statistics and readership of publications;
  • Develop and maintain a resource center for knowledge, tools and international best practices for financial inclusion policies and programs;
  • In collaboration with Technical Experts, PMO Head, and other relevant stakeholders, identify gaps related to communications and knowledge management and address them through capacity building programs for Working Groups; and
  • Raise public awareness about financial inclusion and guide development of the National Awareness Campaign.

Qualifications

Required

  • Must be an Indonesian National;
  • Master’s (S2) degree in Strategic Communications; Public Relations and Mass Communications; Marketing & Communications;
  • At least 7 years of experience holding Strategic Communications, Public Relations, and/or Knowledge Management role in digital financial services, payments, banking and/or microfinance industry;
  • Ability to work in sensitive situations, challenging policy environments, and within Government of Indonesian institutions/ministries;
  • Good presentation, verbal and written communication skills in English and Bahasa Indonesia; and
  • Strong project management and organizational skills.

Preferred

  • Knowledge of program development, implementation, evaluation, and reporting;
  • Experience working on donor-funded programs and with international agencies;
  • Have flexibility for working and travelling according to project needs;
  • Familiarity with the financial inclusion space and programs around the world; and
  • Some knowledge in and/or attended gender inclusion trainings is an advantage.

Duration

The Communications & Knowledge Management Manager will be engaged for the duration of six (6) months, beginning in January 2019.  There may be a possibility of extension.

Location of Work

The engagement will be located in Jakarta, Indonesia.
