Women’s World Banking seeks an experienced research firm consultant to conduct a round of quantitative surveying among a Financial Service Provider’s (FSP) customers (new and renewed customers) in Colombia (Bogotá and Medellin) to understand sociodemographic characteristics, financial behaviors, and measurements of economic empowerment as part of a Base Line effort capturing the current status of these indicators at this time.

These surveys inform research with the goal to understand the current situation for the FSP customers, understand their needs and wants regarding loans with financial institutions, and understand how to improve gender diversity and inclusion within the institution. These surveys will help increase understanding of the market and its customers.

This research will focus primarily on the women’s market, financial service provider landscape, employment market, and policy landscape (Borrón y cuenta nueva), as well as women’s financial needs and perceptions of financial services. As a result, we can identify opportunities to increase current outreach efforts to women, find new opportunities and increase the availability of quality financial products and services to women in Colombia.


About the Project

The research will use a rigorous methodology of either a randomized controlled design or a quasi-experimental design. The currently estimated sample size requiring surveys is 4,800, though the final sample size is still to be determined. This final sample size may range from 2,400 to 6,000 and a budget for the 3 sample size scenarios is requested (2,400 / 4,800 / 6,000). The sample will include FSP customers who are applying for a loan as either a new customer or as a repeat borrower and contact information for these participants will be provided by the FSP. Surveys are expected to be conducted on a rolling basis until the required sample size is achieved, which is initially estimated to require 2-3 months.

The survey’s questionnaire will be provided by Women’s World Banking and is adapted from similar research work in similar contexts. This questionnaire is expected to take 30- to 45-minutes to administer.


Scope of Works – Quantitative Surveys

The survey fieldwork is expected to include the following methods and activities. The specific methods will be chosen based on the research project needs. Firms or consultants should have capacity to manage remote and in-person fieldwork operations, data collection, and translation, though not all services may be needed for this project.

  • Provide input on the questionnaire developed by Women’s World Banking
  • Translate questionnaire into Spanish.
  • Program the quantitative survey instrument for administration via computer-assisted personal interviews.
  • Pilot and test the survey instrument.
  • Share pilot results with Women’s World Banking.
  • Record any modifications made to the survey instrument.
  • Update survey instrument based on findings from the pilot prior to going to the field.
  • Train and supervise quantitative survey team.
  • Support the Women’s World Banking research team in participating in surveyor training.
  • Ensure deep understanding of the objectives of the research and meaning of each of the research questions.
  • Supervise enumerators and conduct regular quality checks, while providing written reports to Women’s World Banking.
  • Provide research plan that describes the training, research team composition, structure and number of interviews to be conducted per day.
  • Conduct baseline data collection
  • Arrange for and provide token incentives to respondents.
  • Provide updates regarding high-frequency checks and back-checks during data collection to Women’s World Banking.
  • Participate in regular progress updates with Women’s World Banking team (frequency and channel of communication to be determined)


Duration of Consultancy

The selected consultant will be placed on a retainer contract for multiple engagements for one year, to be extended at Women’s World Banking’s discretion.

This baseline research is estimated to be for 2-3 months starting in August 2022.


Location of Work
The consultant must be based in Colombia and the interviews will be performed in (Bogotá and Medellin).
