Women’s World Banking is seeking a qualified research consulting firm to conduct qualitative research throughout Indonesia on a rolling basis. The consultant will perform in-person individual interviews, focus groups, behavioral narratives (or similar research methodologies), user testing, and individual-level phone, in-person or similar survey methodology to support solution design, project deliverables, marketing strategy and gender analysis projects. The selected consultant will be awarded an on-call retainer contract.

Women’s World Banking has working partnerships with a variety of institutions in Indonesia to increase women’s financial inclusion. In order to monitor the implementation and outcomes of these projects, we occasionally conduct surveys and qualitative research. We are seeking a research firm that can assist in conducting targeted qualitative research and individual periodic phone or in-person surveys.

The objective of the consultancy is to conduct client-level research through a variety of methodologies, as needed. Research will need to be conducted across all regions of Indonesia, including rural areas, and may need to be conducted in multiple languages such as Bahasa Indonesian, Javanese, Sundanese and Minangkabau. Research projects may include:

  1. Conduct qualitative research in the form of focus groups, individual interviews, behavioral mapping, ethnographies, user testing, mystery shopping and/or stakeholder interviews. Firm would be responsible for all logistics of qualitative research (securing space, refreshments, recruitment of participants and incentives).  This may include:
    1. Selection, hiring and training of a team of interviewers (meeting language and gender requirements);
    2. Collaboration on development of research discussion guides;
    3. Oversight of and facilitation of focus groups and/or interviews;
    4. Entering and coding of collected data; and
    5. Collaboration with partners on analysis and report writing of research data.

Consultants are needed on short-term projects to be conducted between August 1, 2018 – August 1, 2019. Consultants will be procured under retainer contracts for the period of one year. Women’s World Banking may extend the contract at the organization’s discretion.

Work will be conducted throughout Indonesia though specific locations will be determined for specific projects.  Work may include site visits to financial institutions as needed.



  • Demonstrated experience conducting individual-level qualitative surveys, including ability to conduct and complete large sample phone surveys within limited time frames. Ability to train enumerators and test surveys.
  • Demonstrated experience in conducting different types of qualitative research, including focus groups, individual interviews, user testing, ethnographies and behavioral narratives; ability to train facilitators and test field guides for focus groups and interviews.
  • Experience conducting research with low-income urban and rural participants, and participants with limited to no literacy, particularly with a focus on women.
  • Ability to supply high-quality focus group and interview facilitators across Indonesia.
  • Demonstrated ability to lead development of survey instruments for individual data collection;
  • Demonstrated ability to conduct analysis of data and report on results
  • Proactive communication and collaborative mindset, and willingness to work in close collaboration as a thought partner to Women’s World Banking
  • Experience and willingness to work on a global clock, outside of a typical 9-5 workday, as needed
  • Experience with research related to women’s financial inclusion preferred

      1. A description of the proposed team, including team leaders, any supervisors and enumerators for field work and how they will be organized, survey staff and any others who will be involved with the work
        1. CVs of senior staff who will be leading the work, including both quantitative and qualitative leads.
        2. With the proposed team, how many focus groups and interviews can be completed in a day. With phone surveys, please include number of calls that can be made in a day, as well as average response rate.
        3. A description of your system for performing quality control of both phone surveys and qualitative research;

        1. Availability for the described activities in the time period indicated and list any times when availability is limited (including available activities during Ramadan).
        2. An illustrative budget for each type of service per unit (recruitment/logistics, qualitative support, quantitative)
